Coldwell Banker did a national story?this week on the ?Best places to live for suburbanites?. ?Clyde Hill, WA was featured as one of the 11 cities across the U.S. that embody the quality of life perceived as most benefitting suburbanites.

The story ranked suburban cities based on the percentage of residents that own their home (known to contribute heavily to low crime rates and better upkeep of real estate), quality of available nearby schools (data gathered from GreatSchools.org?s rankings), and the number of nearby amenities that support suburban lifestyles (ATMs, grocery stores, gas stations, etc.). ?Clyde Hill ranked very high in all three categories with 89.7% of its residents owning their homes, a perfect 10.0 score for schools, and 1,026 nearby amenities.

The first category, percentage of?home ownership, is not a surprise at all for those that know Clyde Hill. ?Although it is technically an incorporated city unto its own, it feels much like an upscale neighborhood of Bellevue. Real estate values are fairly high in this coveted location, with most home prices over $1,000,000. ?Luxury real estate prices don?t usually lend themselves to a large rental population in suburban areas, and this is evident in Clyde Hill. ?If you?ve spent a lot of time in the area, you know that the low crime rates allow the Clyde Hill police department (which also services nearby Yarrow Point) much more time spent on ticketing speeding drivers?the 25 mph speed limit is not a ?suggestion? in Clyde Hill.

Clyde Hill might be matched by the adjacent cities of Yarrow Point, Hunts Point, and Medina in terms of real estate values and low crime rates, but it is somewhat closer to downtown Bellevue for amenities, and has a number of high quality local schools. ?Clyde Hill Elementary and Chinook Middle School are part of the Bellevue School district, and two of the top public schools in the state, while Sacred Heart School and Bellevue Christian School are highly-regarded private schools within the city?s boundaries.

Medtronic commits $6 million to address cardiovascular disease, diabetes care in India

Washington: One year after the historic United Nations High Level Meeting on Noncommunicable diseases (NCDs), Medtronic on Friday announced a five-year, $6 million (Rs 32 crore) philanthropic commitment in India to accelerate programmes specifically designed to expand access to quality care and management of diabetes and heart disease, two of the world?s leading killers.

?Coming out of the UN High Level Meeting, it?s been our pledge to help drive action at the country level, and then share those results globally,? said Dr Jacob Gayle, executive director of the Medtronic Foundation and vice president, Medtronic Community Affairs. ?By focusing on diabetes and cardiovascular disease, we hope to strengthen overall health systems in order to expand access in underserved communities. Given both the need and opportunity in India, it was clear that we needed to ramp up our support to help those already working to improve care.?

Cardiovascular disease (CVD) is currently the leading cause of death in urban and rural India, killing three million people each year. India is also home to more than 60 million diabetics ? more than any other country.

?Chronic diseases have reached epidemic proportions in India,? said Dr K Srinath Reddy of the Public Health Foundation of India, who spoke with Gayle at a September 21 press briefing. ?Less than half of the people living with these diseases are diagnosed and receiving treatment. A concerted effort toward addressing this burden of NCDs requires strengthening the health system through an innovative, multi-sectoral approach.?

On September 20, the Medtronic Foundation convened a group of community health experts, non-profits, academia and the private sector in New Delhi.

Among those attending were several Medtronic Foundation grantees in India including Dr D Prabhakaran from the Centre for Chronic Disease Control in New Delhi and Dr Nikhil Tandon from All India Institute of Medical Sciences (AIIMS), who recently launched a pilot programme funded by the Medtronic Foundation in Himachal Pradesh using high-tech healthcare tools and community health worker training to better screen, diagnose and treat diabetes and CVD patients.

Using a ?continuum of care? framework to guide the conversation, participants identified barriers and gaps within the current health system in order to collectively explore solutions to strengthen health systems.

Since 2010, the Medtronic Foundation has committed more than $7.5 million in NCD-related grants, including $1.2 million to NCD-related efforts in India. Moving forward, the Foundation will continue to increase global funding to expand access to NCD care for underserved communities, specifically focusing on efforts to recruit, train and equip frontline health workers, and to help reinforce patient-centred approaches to health promotion.

With NCDs accounting for more than 60 per cent of all deaths worldwide, UN secretary general Ban Ki-moon called upon the world?s businesses to help address NCDs, which are expected to increase by 50 per cent in developing countries by 2030. NCDs account for roughly 75 per cent of healthcare costs in both advanced and developing economies, according to the World Economic Forum.

Review: iPhone evolves into jewel-like '5'

(AP) ? If you run your finger over one of the joints where plastic and metal meet on the rim of the iPhone 5, you feel just the slightest hint of the seam. The materials have been machined to blend into one another with astonishing, jewel-like precision.

This is the essence of Apple: creating a product that looks and feels so good, you just know it has to be good.

The iPhone 5 lives up to its looks in the sense that it's the best iPhone yet. It's also the biggest overhaul to the line since the release of the 3G, four years ago. Compared to other high-end smartphones, however, it's more of a catch-up move.

The iPhone has a winning recipe already, and Apple's upgrades are careful and thoughtful. Beyond the beauty and thinness of it, there are no new hardware features you can't get with other phones.

For instance, the screen is bigger, but not big. It's the first time Apple is increasing the screen size of the phone, from a diagonal of 3.5 inches to one of 4 inches. The width has stayed the same, so the entire increase has come from making the screen taller.

Other smartphone makers have increased their screen sizes in the last few years, after realizing that a big screen is something customers like ?and something Apple had refused to provide. Samsung's flagship Galaxy S III has a 4.8-inch screen, for instance.

The taller screen means that third-party apps will be hemmed in by black bars until the developers get around to updating them for the new dimensions.

The other major upgrade in the iPhone 5 is that it now comes with the ability to connect to "LTE" networks in the U.S., Canada, and a few other countries. These are the latest, fastest data networks, and they'll make a huge difference, at least for Sprint and Verizon customers, who have been stuck on the relatively slow, older networks of those carriers (though Sprint customers will be hard pressed to find any LTE towers ? the company has just started building out the network.) For AT&T customers, the difference will be noticeable but not as big.

When it comes to LTE, Apple is trailing the pack. The company skipped the first generation of LTE-capable chips, which went into competing phones as far back as a year and a half ago, because they were too power-hungry. Now that the chips have improved and LTE is a near-standard feature in smartphones, Apple is coming on board.

Apple is pushing the envelope on screen technology by adopting a display that eliminates one glass layer. Ahead of Apple's announcement, company watchers were betting it would use the space freed up by the new technology to increase the battery size for the benefit of LTE users, keeping the size of the phone the same.

But Apple has actually made the phone considerably thinner, while keeping the stated battery life at an impressive eight hours of LTE usage (I did not have enough time with the phone to test this claim).

This, along with obsessive attention to fit and finish, makes for an exquisitely tight, light phone that seems perfect for the hand. The iPhone 4S suddenly looks chunky in a Stalinist way, and the Galaxy S III looks cheap and plasticky.

The phone is really too pretty to cover with a case ? I'd get a good insurance plan for it instead. The glass on most of the back has been replaced with matte aluminum, which will probably scratch and wear considerably, but it should be less fragile than the notoriously breakage-prone backs on the 4 and 4s.

One victim of the slimmed-down body is the old connection port. It was just too big to survive. Apple has replaced it with a much smaller port it calls "Lightning." This means the iPhone 5 won't fit into your iPod dock. Old charging cables won't work, either. You'll have to buy an exquisitely overpriced $29 adapter from Apple or wait for knock-offs.

It would have been nice, and uncharacteristic, of Apple to go with the flow and use the micro-USB port every other phone uses these days. That way, you could charge iPhones with other chargers, and vice versa. The Lightning port is better than micro-USB because it provides a deeper, more secure fit and it's reversible, you don't have to worry about whether you're trying to fit in the cable upside-down. But as the number of gadgets in the home keeps rising, standardizing on one port would have been welcome help with managing the chargers.

There's something else that now has a deeper, more secure fit: the new earbuds. These "EarPods" are completely redesigned. Instead of broad, round speakers, they have small, oval outlets that beam sound into the ear canal. The sound quality is outstanding. They can be bought separately for $29, and this time, that price tag looks modest.

The hardware updates mean that I'm still comfortable recommending the iPhone as the best phone out there. They don't break much new ground, but they support the things that really set the iPhone apart: the slick, reliable operating system and the multitude of high-quality, third-party applications. There's a reason Apple can sell two-year-old phones (like the "4'') while other manufacturers retire theirs after a year or less. The iPhone phenomenon is about so much more than the phone.

Smarter Environmental Regulation Review meeting ? 19th Sept ...

Before joining Microsoft I have experienced life working for a local authority and also the Environment Agency so environmental regulations are no stranger to me. There are hundreds, nay thousands of them (including 1000 pieces of legislation, 2000 guidance documents, and 250 reporting requirements) so things can get a bit complex for those being regulated and even the regulators themselves.

But without these sometimes complicated but vital rules placed on our organisations, this country would be in a very tragic environmental state indeed.

So, like all aspects of government recently it seems, a review is needed to work out smarter ways of making regulation easier to understand, easier to adopt and easier to find information about.

To tackle the nitty gritty of the regulations review, a panel debate was called by the Aldersgate Group (an alliance of leaders from a wide range of UK organisations who drive action for a sustainable economy) and Defra. Hosted by Microsoft at our Cardinal Place offices in London, a packed room full of folks from business, politics and society listened intently to thoughts from the panel which included:

  • Paul Leinster, Chief Executive, Environment Agency
  • Sonia Phippard, Director, Defra
  • Hugh Milward, Director for Citizenship and Corporate Affairs, Microsoft
  • Etienne Pollard, Deputy Director, Government Digital Service
  • Robert Hunt, Executive Director, Veolia
  • Peter Young, Chairman, Aldersgate Group (Chair)

The event only lasted for a couple of hours but quite a few excellent points were addressed by the panel. The background to this subject was laid out beautifully by Environment Agency Chief Exec Paul Leinster stating that there was ?a tremendous internal drive to improve? in his organisation, that they ?must reduce bueuracracy? and ?we must make it easier for those who are being regulated? to find important information.

A large portion of a successful revision of environmental regulations and the way they are communicated hangs around how accessible they are online. Etienne Pollard, Deputy Director of the Government Digital Service, explained how the new gov.uk website will be replacing the direct.gov and Business Link websites in October to make one easier to manage and use single platform.

So what makes this revision of environmental regulations different to past reviews? According to Sonia Phippard from Defra, the answer is easy ? ?this has been a comprehensive exercise unlike before? and ?some of the IT opportunities are different?. ?There is the opportunity to deliver a different type of service due to technology which didn?t exist until recently? she said.

On the subject of IT advances, the cloud obviously offers potentially great cost savings and provide more topical benefits for businesses. As Microsoft?s new Director for Citizenship and Corporate Affairs, Hugh Milward suggested: ?Cloud solutions can help companies meet environment regulations, by off-siting storage and processing.? But at the moment, cloud providers are being hammered for the resulting carbon increases, even though there is a system-wide reduction. It's a real barrier for cloud providers.?.

Microsoft itself has announced that it is committed to becoming carbon neutral as soon as possible. And these environmental considerations are reflected on the software side too with the new Windows 8 using 30% less energy than Windows XP.

So what about the future for this review? What?s the next step? Well, by the sounds of things, the government are open to helpful ideas and suggestions from everyone. They have a way forward and that direction is using common sense and advances in IT to bring about this new generation in environmental regulations. Certainly things are going to get much easier to find regulatory information and underpinning some of this development will probably be the cloud in some form.

Qualcomm updates Vellamo benchmark suite for Android, we had a nice chat with them about it

The popular Vellamo benchmark suite got a pretty big update today, bringing new features and a really nice UI to the popular software from Qualcomm. We talked with Sy Choudhury, senior director of product management at Qualcomm about it earlier in the week, and while they haven't convinced me that benchmarks are the perfect way to measure the performance of our Android phones and tablets just yet, they did answer a couple questions I've had and have me looking at the issue again. That's no small feat -- I'm pretty stubborn.

First, let's talk about the app itself. A benchmark tool doesn't have to look ugly, and Vellamo really does things up nicely. The main screen of the app lets you chose between HTML 5 based browser benchmarks, "Metal", as in hardware measuring, benchmarks, or a set of extras like tools to measure touch screen response, the Octane benchmark, and "advanced" video benchmarking tools. 

Benchmarking is easy, just tap one of the circular icons and let it run. When finished, you can compare your scores with others, or look a bit deeper to evaluate each test individually. You can also long press on the main benchmark icon and select individual tests. The settings allow you to run multiple tests to get the best average (recommended), email the comprehensive set of results to you when finished, and turn the tutorial on and off. 

Most importantly, a link to a full description of each test is provided right in the About section. Of course, I asked about any weighting or bias towards Qualcomm-powered devices -- a popular theory around the Internet. The tests used in Vellamo are industry standards, and are unmodified. The reason Qualcomm devices often score better on Vellamo is because, as mentioned, it's the tool they are using in-house to improve their chips. The engineers address issues they may see in Vellamo, and that means that the end product will score well in Vellamo. There are no sneaky software edits to make Snapdragons outperform other chips. 

I'm still not convinced that software based benchmark tools are a good way to compare the way one device runs versus another. There are too many variables, and nobody worries about the raw data given and instead uses the big number at the end as an Internet manhood measuring tool. But if you want to see how flashing different ROMs or making other software edits affects the phone or tablet in your hands, Vellamo is a pretty damn good way to do it. Mars Rover's Eclipse Photos to Probe Red Planet's Interior

Photos of several partial solar eclipses on Mars snapped recently by NASA's Curiosity rover may help scientists better understand the Red Planet's interior structure and composition, researchers say.

The 1-ton Curiosity rover captured Mars' tiny moon Phobos taking a nibble out of the sun's disk last Thursday (Sept. 13). Several days later, it watched additional partial eclipses caused by Phobos and Deimos, the Red Planet's other minuscule satellite (though images from these last two celestial events are not available yet).

Scientists will use these photos to nail down the orbits of Phobos and Deimos precisely, and to determine how much they have changed over the last few years, researchers said. This information, in turn, could yield key insights about Mars' insides, which remain largely mysterious.

"We can't go inside Mars, but we can use these to tell how much Mars is deformed when the moons go by," Curiosity science team co-investigator Mark Lemmon, of Texas A&M University, told reporters today (Sept. 19). "So we measure the transits very precisely, we get information on Mars' interior structure." [7 Biggest Mysteries of Mars]

Phobos is just 14 miles (22 kilometers) wide on average, and Deimos is even smaller. Many scientists think both satellites are asteroids that were captured by the Red Planet's gravity long ago.

Neither moon will be in its current orbit forever. Deimos, which whips around Mars every 30 hours or so, is speeding up, while Phobos is slowing down in its eight-hour orbit. Scientists think Mars' gravity will probably destroy Phobos, perhaps in the next 10 to 15 million years or so.

"It will work its way in at some point and get so close that tidal forces from Mars will very likely break it up before it does start grazing the atmosphere and come down," Lemmon said. "So Mars may briefly have a ring system."

The Curiosity team has been doing more than just skywatching since landing the $2.5 billion robot inside Mars' huge Gale Crater on Aug. 5. Researchers have thoroughly vetted Curiosity and its 10 science instruments, which are designed to help the rover determine if the Gale area could ever have supported microbial life.

Curiosity has also hit the road recently, traveling a total of about 950 feet (290 meters) from its landing site so far, researchers said today. The rover now sits about 660 feet (200 m) from its first major science destination, a site called Glenelg where three different types of Martian terrain come together.

But Curiosity will spend the next several days more or less stationary, gearing up to perform its first contact science operations on a pyramidal rock that mission scientists have named "Jake Matijevic," after a rover team member who died shortly after Curiosity landed.

The rover will investigate the 16-inch-high (25 centimeters) rock with its Alpha Particle X-Ray Spectrometer, which measures elemental composition, and its Mars Hand Lens Imager close-up camera. Both APXS and MAHLI sit at the end of Curiosity's 7-foot-long (2.1 m) robotic arm.

Curiosity will also zap "Jake Matijevic" with the laser on its ChemCam instrument, which reads rock composition from the vaporized bits, scientists said.

While researchers are looking forward to reaching Glenelg, Curiosity's ultimate destination is the base of Mount Sharp, the 3.4-mile-high (5.5 km) mountain rising from Gale Crater's center. Mars-orbiting spacecraft have spotted signs that Mount Sharp's foothills were exposed to liquid water long ago.

Mount Sharp's interesting deposits lie about 6 miles (10 km) away. Curiosity ? which is currently covering about 100 feet (30 m) on a big driving day but should eventually kick that up to 330 feet (100 m) or so ? could be ready to head toward Mount Sharp around the end of the year, rover scientists have said.

Center For Individual Freedom, Conservative Group, Spends Big Against House Dems

WASHINGTON -- A conservative organization leading efforts to beat back disclosure laws in national politics is set to buy nearly $2 million in television advertising against House Democrats, a Democratic source told The Huffington Post.

The Center for Individual Freedom has reserved $1.9 million in as many as 11 media markets, according to the Democrat, who tracks media purchases. The new spending nearly matches the organization's expenditure in the 2010 elections.

It's not immediately clear which lawmakers will be targeted. The source said details of the purchase suggest that House candidates Christie Vilsack of Iowa, John Oceguera of Nevada, Annie Kuster of New Hampshire, and and Julian Schreibman of New York, may be targets, along with Rep. Ben Chandler (D-Ky.), Rep. Dan Maffei (D-N.Y.), and Rep. Jim Matheson (D-Utah).

The Center for Individual Freedom is a non-profit, 501c4 organization that advocates for a variety of conservative causes. In practical political terms, that means backing Republican candidates for office. As the Washington Post reported, during the last election cycle, the group spent $2.5 million "on independent campaigning through October 2010, with 100 percent benefiting Republican candidates."

In recent years, the Center for Individual Freedom has led efforts to defeat efforts to compel groups like it from being forced to reveal their donors. On Tuesday, it won a big victory when a U.S. appeals court overturned a lower court decision that increased disclosure requirements.

Some information is known about its funding. Mother Jones reported in April that the Center for Individual Freedom had been given $2.75 million from Crossroads GPS, the conservative non-profit started by Karl Rove.

An email and call to the Center for Individual Freedom was not returned on Tuesday night.

Appeals court reverses ruling on campaign donors

(AP) ? An appeals court on Tuesday reversed a lower court ruling that likely would have led to greater disclosure of who is paying for certain election ads.

In March, U.S. District Judge Amy Berman Jackson ruled that the Federal Election Commission overstepped its bounds in allowing groups that fund certain election ads to keep their financiers anonymous.

But Tuesday's unanimous ruling by a three-judge panel of the U.S. Court of Appeals for the District of Columbia sent the case back to Jackson, with instructions to refer the matter to the FEC for further consideration.

At issue are electioneering communications ? ads that don't expressly advocate voting for or against a candidate running for federal office. In 2007, the FEC ruled that corporations and nonprofits didn't have to reveal who financed such ads. The FEC regulation came in response to a Supreme Court ruling that gave more latitude to nonprofit groups ? like the Karl Rove-backed Crossroads GPS and the President Barack Obama-leaning Priorities USA ? on pre-election ads.

Rep. Chris Van Hollen, D-Md., sued the FEC over the regulation, and won a summary judgment from Jackson, who was appointed by President Barack Obama. The judge ruled that "Congress spoke plainly" in passing the McCain-Feingold campaign finance law ? and did not delegate authority to the FEC to narrow the disclosure requirement.

But the appeals court ruled that Jackson erred in concluding that Congress spoke plainly. "The statute is anything but clear," the court ruled.

"It was due to the complicated situation that confronted the agency in 2007 and the absence of plain meaning in the statute that the FEC acted pursuant to its delegated authority ... to fill 'a gap' in the statute," the panel added. Two of the judges ? Janice Rogers Brown and A. Raymond Randolph ? were nominated by Republican presidents. The other judge, Harry T. Edwards, was appointed by Democrat Jimmy Carter.

The FEC didn't appeal its loss at the lower court, but two interveners did ? the Center for Individual Freedom and the Hispanic Leadership Fund. While siding with those groups, the appeals court said that the FEC regulation "has raised as many questions as it purported to resolve," and that the agency's failure to participate in the appeal made it impossible to fully understand the FEC's position on numerous issued raised by the parties.

"Therefore, the court is in no position to assess the parties' arguments on whether (the regulation) is reasonable, and thus entitled to deference," the court said.

When the FEC takes up the issue again, the court ruled, it will be up to the agency to explain the meaning and scope of the regulation or do additional rulemaking.

Campaign-finance regulations have received new scrutiny this election cycle, following a handful of federal court rulings that stripped away long-established limits on how much individuals and organizations may contribute to groups favoring certain candidates. One Supreme Court ruling, known as Citizens United, gave a green light for corporations and labor unions to spend unlimited cash on campaign ads.

Under McCain-Feingold, groups that spend more than $10,000 per year on such campaign ads must file reports with the FEC. Some groups later testified before the FEC that disclosing all donors ? not ones who specifically earmarked their money for ads ? would be an administrative burden.

"We're pleased with the ruling today," said Mario H. Lopez, president of the Hispanic Leadership Fund. "We have to wait and see how the rest of the case is resolved. We're proud to be defending the First Amendment rights of not just our organization but all Americans."

But Common Cause President Bob Edgar said the decision killed voters' last chance of finding out who was pouring millions of dollars into the elections.

"With 49 days to go, there's still no sheriff in town, it's the wild, wild west," he said in a statement. "People and companies making six- and seven-figure investments in candidates and causes will want something in return for their money, and the candidates who benefit from their generosity will have a powerful incentive to deliver it. That's why disclosure is so important; before we go to the polls, voters should know to whom the candidates we choose will be beholden."

BEIJING (Reuters) - China has moved to bolster its legal position in a volatile territorial dispute with Japan, state newspapers said on Monday, warning that Japan could endure another "lost decade" of economic stagnation if Beijing turns to trade retaliation.

The volley of warnings from Chinese officials and newspapers came after a weekend of protests across dozens of cities, some of them violent. Japanese Prime Minister Yoshihiko Noda urged Beijing to ensure Japan's people and property were protected.

The ruling Chinese Communist Party, which rarely allows street protests, opened the door to the display of public anger after Japan's decision last week to buy disputed East China Sea islands, which Tokyo calls the Senkaku and Beijing calls the Diaoyu, from a private Japanese owner.

Beijing called that a severe violation of its sovereignty and the dispute has triggered a wave of nationalist ire that the Chinese government has sought to both channel and contain.

China's latest effort to show resolve in the dispute was to announce it will submit to a United Nations commission a proposal spelling out its claims in the East China Sea, based on its definition of the limits of its continental shelf.

The planned submission "reflects the Chinese government's unwavering determination and will to protect national maritime rights", said Deng Zhonghua, a Chinese Foreign Ministry official in charge of boundary and maritime issues, according to a Xinhua news report late on Sunday.

Smaller protest marches resumed on Monday in front of the Japanese embassy in Beijing, watched by hundreds of police and anti-riot officers, but were nothing like the thousands who turned out in several cities at the weekend.

The long-running territorial row has erupted again while Asia's two biggest economies focus on domestic political pressures. Noda's government faces an election in months, adding pressure on him not to look weak on China.

China's Communist Party is preoccupied with a leadership turnover, with President Hu Jintao due to step down as party leader at a congress that could open as soon as next month.

Those political pressures have narrowed the room for diplomatic give-and-take. Last week, a Chinese commerce official warned that the argument could spill over into economic ties.

China is Japan's largest trading partner. In 2011, their bilateral trade grew 14.3 percent in value to a record $345 billion. A Nissan Motor Co Ltd executive has said the tensions were affecting business with China.

On Monday, the overseas edition of the People's Daily, the main newspaper of the Chinese Communist Party, warned that Beijing could resort to economic retaliation if the dispute festers, threatening enduring repercussions for Japan.

"How could be it be that Japan wants another lost decade, and could even be prepared to go back by two decades," said a front-page editorial in the newspaper. China "has always been extremely cautious about playing the economic card", it said.

"But in struggles concerning territorial sovereignty, if Japan continues its provocations, then China will take up the battle," the paper said.

At the weekend, Chinese demonstrators looted shops and attacked Japanese cars and restaurants in at least five cities. Protesters also broke into Japanese-run factories in eastern Qingdao on Saturday, according to the Japanese broadcaster NHK.

China and Japan have long been at odds over how they define their territorial limits in the East China Sea. Beijing's planned submission to a U.N. commission is intended to clarify its claims under international law.

Japan says the median line between the two countries' coasts is the boundary of their respective exclusive economic zones. China says the boundary is defined by its continental shelf, extending its claimed zone beyond the median line.

Venezuela's Capriles goes on offensive after graft accusations

CARACAS (Reuters) - Venezuela's opposition challenger Henrique Capriles sought to deflect attention from a corruption scandal by throwing the accusation back at President Hugo Chavez on Friday in an escalating political brawl ahead of the October 7 vote.

Already in an uphill fight to end Chavez's 14-year socialist rule of the South American OPEC member, Capriles' camp suffered a setback on Thursday when government lawmakers released a video of an aide taking cash in dubious circumstances.

Capriles immediately fired the aide, Juan Carlos Caldera, and tried to turn the incident in his favor by saying that he - unlike Chavez - would not tolerate any whiff of misconduct within his team.

"If this government and its candidate took on corruption, they'd have no ministers left," Capriles told a rally.

Transparency International ranks Venezuela as the second-most corrupt nation in the Americas, after Haiti.

Opposition critics revel in tales of Chavez allies who in a matter of years have moved from slums to plush homes and bought yachts and luxury cars.

Government officials constantly try to link Capriles with the pre-Chavez era during which politicians for decades pocketed oil revenues while poverty deepened.

Chavez in a late-night interview said Capriles moved too quickly to "wash his hands" of the matter.

"Imagine falling into the hands of these people, who turn knives on each other," Chavez said in the televised interview.

"The first thing you have to do is investigate, not come out condemning him in 10 minutes or a half hour," Chavez said. "Imagine a president like that!"

At a rally in western Lara state, Capriles mocked Chavez for the lofty contents of his election manifesto. Its goals include deepening socialism, striving for a "new international geopolitical" dynamic, and helping to "save" mankind.

"They want to save the human race ... (but) where do they propose the solution to the problems you are living with every day? They don't mention them because this government is worn out," Capriles said, holding a copy of Chavez's manifesto.

"Where's the solution to the electricity problem? Where's the solution to the water problem, the public services?" he asked, referring to power cuts and other day-to-day problems.

Capriles, a 40-year-old state governor who says Brazil's mix of capitalism and strong social welfare programs is his economic model, seeks to project an image of youth, energy and attention to grassroots problems.

He wants to end Chavez's statist economics - especially the nationalization program - and his alliances with anti-U.S. governments like Syria, Iran, Belarus and Cuba.

Chavez, 58, who has outwitted the opposition time and time again since taking power in 1999, is promising Venezuela's 29 million voters to extend his socialist crusade, spread oil wealth and overturn historic injustices.

Most of the best-known pollsters put Chavez ahead by 10 points or more. But opinion polls are notoriously controversial and divergent in Venezuela.

Capriles' numbers have crept up in recent weeks. One major pollster on Friday put him just ahead of Chavez, 48.1 percent to 46.2 percent - neck-and-neck given the margin of error.

If Chavez wins easily, he would have carte blanche to continue his socialist experiment, perhaps seeking to extend the state's grip on those areas of the economy - such as banking - still left largely in private hands.

A close result could result in protests and fraud claims from either side, leading to possible unrest in a polarized nation full of guns.

The government hopes the video of Capriles aide and opposition legislator Caldera, which shows him taking money in return for promising access to Capriles, will tarnish the candidate's image.

But Caldera has said Capriles had nothing to do with it and that the money - about $9,300 from a businessman - was a legitimate contribution to his mayoral campaign.

"The government is doing this to try and put the brakes on something that is unstoppable," he told a television station. "They are trying to stop this with mud and dirty tactics."

Both sides have leaked documents that are purported to come from each others' camps in recent days.

The government has displayed a supposed secret "neoliberal" economic package planned by Capriles, while opposition activists have circulated what they say is an internal campaign document from the Chavez camp with instructions on how to sully the opposition and exalt the president.
